The Amazon Kindle devices work well as a locked down e-reader using the Amazon FreeTime App (rebranded as Kids+). I like that we can load books together, and only grant access to specific books.
That said, there are some limitations when it comes to using other apps with FreeTime, especially apps that aren't in the Amazon app store. Here are links to a few issues and workarounds:
